1. In a large stockpot or Dutch oven over medium heat, saute sweet Italian sausage, lean ground beef, onion, and garlic until well browned. Drain off excess liquids.
2. Stir in crushed tomatoes, tomato paste, tomato sauce, and water.
3. Stir in sugar.
4. Season with basil, fennel seed, Italian seasoning, coarse salt, and pepper.
5. Reduce heat to low. Cover and simmer 90 minutes. Stir occasionally.
